In late July 1990, in the waters off Nova Scotia and at a tiny Cape Breton wharf, a plot to unload around two-dozen tonnes of hash was foiled by RCMP, the coast guard and the military. A judge later called the plan "one of the largest conspiracies ever to import drugs through the
